Compliance Documents and EU Declaration of Conformity
For each packaging, you store in PackSPOT the supporting documents that the PPWR requires, and create the EU Declaration of Conformity (DoC) according to Annex VIII of Regulation (EU) 2025/40.
Compliance Document Types
The document types organize your supporting documents, for example "Test Report", "Supplier Declaration", or "Technical Documentation". You maintain them on the Compliance Document Types - PackSPOT page, which you find through the search. Each document type has a Code and a Description. PackSPOT does not ship any document types.
Compliance Documents
The supporting documents of a packaging are on the packaging card in the Compliance Documents part, one line per document.
| Column | Description |
|---|---|
| Document Type | Type of the supporting document. The description of the document type is copied to Description. |
| Description | Name of the document. |
| Document Date | Date of the document. |
| Valid to Date | Until when the document is valid. Leave it blank if it does not expire. The date must not be before the document date. |
| Attachment | Name of the attached file, or "Multiple" if there are several files. A click opens the file in the preview or downloads it. If there are several files, the list of attachments opens. |
Expired documents are marked in red.
The Attachments action opens the standard page for document attachments. There, you upload files, download them, or delete them. If you delete a line, PackSPOT also deletes its attachments.
Expiring Documents
The Compliance Documents list shows the supporting documents of all packagings. You find it through the search. When it opens, it only shows documents that have expired or will expire in the next 30 days. If you remove the filter on Valid to Date, you see all of them. With Open Packaging, you go to the packaging card; with Attachments, to the files.
In the Role Center, the Expired and Expiring Soon tiles count these documents.
EU Declaration of Conformity (DoC)
For each packaging, you can create several versions of the declaration. The valid version is always the one version with the status Active.
The EU Declaration of Conformity (DoC) action under Process on the packaging card opens the list of declarations for this packaging.
Status and Versions
| Status | Meaning |
|---|---|
| New | Draft. Only in this status can you change or delete the declaration. |
| Active | The valid declaration. Only one version per packaging can be active. |
| Archived | Superseded declaration. It is retained as evidence. |
A new declaration gets the next free version number of the packaging. It starts empty; only Place of Issue (from the company information) and Date of Issue (work date) are prefilled.
To replace an active declaration with a new version:
- Create and fill in a new version.
- Archive the previously active version with Archive.
- Activate the new version with Activate.
Both actions ask for confirmation first, because the step cannot be undone.
Declaration Card
The card shows the packaging number and version in its title.
General: Packaging No., Version, and Status. PackSPOT fills these fields.
Subject Details: Under Other Applicable EU Acts, you name other EU regulations that apply to the packaging, for example Regulation (EC) 1935/2004 on food contact materials.
Compliance Checklist (Art. 5-12): For each article of the PPWR, you choose a status (Conform or Not Applicable) and enter in TD Reference where the evidence is located in your technical documentation.

Signature: place and date of issue, valid to date, name and function of the signatory, and images of the signature and the company stamp. The valid to date must not be before the date of issue.
Printing the Declaration
- On the declaration card, EU Declaration of Conformity (DoC) under Report prints exactly this version, in any status. This way you check a draft before activating it.
- On the packaging card, EU Declaration of Conformity (DoC) under Reports prints the active version. Without an active version, an error appears.
The printout follows the structure of Annex VIII:
- Description of the packaging: description, packaging number, and GTIN.
- Issuer: name, address, VAT registration number, email, and phone from the company information.
- Declaration that your company bears sole responsibility.
- Subject of the declaration: packaging type, single-use or reusable, food contact, dimensions, empty weight, main material, and all components from the packaging card.
- Other applicable EU acts.
- The checklist as a table with the columns Conform, N/A, and TD Ref., followed by remarks, standards, and test procedures.
- Notified body, or the note that none was involved.
- Place, date, signatory, signature, and company stamp.
